Access Arrangements

Ensuring Fair Access and Equal Opportunities for Every Candidate

Access Arrangements are adjustments made for candidates who have a disability, medical condition, learning difficulty, or temporary injury that affects their ability to demonstrate their true ability under standard exam conditions.

Access Arrangements

At The Tuition College Examination Centre, we follow the Joint Council for Qualifications (JCQ) regulations to ensure every candidate is treated fairly and has equal access to assessment.
These arrangements are not designed to give an advantage, but to remove barriers so that all learners can perform to the best of their ability.

What Access Arrangements Mean

Access Arrangements can include:

  • Extra time in written exams
  • Rest breaks or supervised rest periods
  • Use of a word processor or laptop
  • Separate or smaller room arrangements
  • A reader or scribe (where approved and evidence supports this need)

Each arrangement must be supported by appropriate evidence and formally approved by JCQ before the exam entry is made.

Access Arrangements We Can Offer

Our exam centre can usually accommodate:

1. Extra Time (up to 25%)

For candidates with learning difficulties, medical conditions, or disabilities that slow processing or written response speed. Must be supported by professional evidence. Authorised internally via Form 8 and SENCo assessment.

2. Supervised Rest Breaks

Suitable for candidates with medical, physical, or mental health conditions requiring breaks during the exam. Granted based on medical evidence or school history and managed by the Exams Officer and invigilation team.

3. Use of a Word Processor

Allowed where this reflects the candidate’s normal working method. Laptops are configured to JCQ security standards (no spell-check or predictive text). Limited availability; allocated on a first-come basis.

4. Separate Room / Small Room

For candidates with anxiety, sensory needs, or medical conditions that make the main hall unsuitable. Spaces are limited and approved on a case-by-case basis following SENCo review.

5. Reader or Text-to-Speech

For students who struggle to decode written text independently. Must reflect normal working practice and be supported through Form 8 evidence.

6. Scribe or Speech-to-Text

For candidates unable to write or type independently due to physical or medical conditions. Requires clear Form 8 evidence. Limited availability and may involve additional fees.

7. Modified Papers

Large print, Braille, or coloured papers available on request when medically or educationally justified. Requests must be made at least 12 weeks before the exam session.

Access Arrangements We Facilitate But Cannot Directly Approve

Fees and Support

  • Access Arrangements Assessment Fee: £120
    • Includes evidence gathering, Form 8 completion, SENCo testing, and liaison with JCQ.
  • Additional fees may apply for specialised arrangements such as scribes or language readers, depending on staffing requirements.
  • The fee is non-refundable once evidence gathering has started.

Key Timelines

  • Access Arrangements requests must be made well before the JCQ deadlines (typically by 31 January for summer exams).
  • Facilities like small rooms and laptops are allocated on a first-come, first-served basis once approval is confirmed.
  • Late requests may be refused if JCQ deadlines or capacity limits have passed.

When to Tell Us

If you require any access arrangement — even a basic one — you must inform us before you submit your application form.
This ensures we can:

  • Confirm whether we can accommodate your needs
  • Make the necessary arrangements in line with JCQ regulations
  • Avoid last-minute issues on exam day

Evidence Required

In most cases, JCQ regulations require supporting evidence to approve an access arrangement, such as:

  • An Education, Health and Care Plan (EHCP)
  • A medical report or consultant’s letter
  • A formal assessment from a specialist teacher or educational psychologist

All evidence must be recent (within the last two years) and clearly state the arrangement required.
It must also be provided in English.
